JOB SUMMARY

Provides public health interoperability expertise to the Salt Lake County Health Department to guide the development of informatics initiatives and solutions. Examines data needs within and across various programs and identifies opportunities for integration and improved efficiency. Leads, plans, develops and oversees implementation and maintenance of informatics infrastructure to support confidentiality, integration and interoperability of various public health information systems and data partners.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Health Informatics, Public Health, Science, Epidemiology, Public Policy or Health Policy, Health Services Research, Health Information Sciences, Computer Science, Business, or closely related field and six (6) years of professional experience in a comprehensive health program with health informatics or information technology, responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management, and implementing data and information standards.

This position may require additional certifications and trainings depending on program need.

Preference will be given to applicants with prior supervisory experience.

It is mandatory that all new hires receive the Tdap (Tetanus, Diphtheria, and Acellular Pertussis) vaccine before beginning employment or provide a copy of their immunization record prior to starting employment. The immunization record must show the vaccine name and date received.

Upon hire, a two-step Tuberculosis skin test will be required. The first will need to be placed prior to starting employment.

ESSENTIAL FUNCTIONS

• Leads strategic efforts to implement and maintain a varied range of informatics products and standards of health information technology products, projects, and/or architecture, that support the mission and goals of the agency.
• Supervises staff, which includes hiring, orienting, training, assigning, and reviewing work performance, annual work performance appraisals, and discipline.
• Directs enhancements for information systems and guides agency-wide implementation of systems to achieve goals and objectives.
• Coordinates with agency personnel and County Information Services to develop technical requirements, standards and specification for the use and operation of health information system(s).
• Designs workflows, processes, and resources used in the development of data management systems.
• Evaluates complex organizational and information systems for the purpose of program monitoring and evaluation, functionality, and reliability.
• Develops use cases, business processes, workflow analyses, and testing scripts.
• Coordinates with agency personnel to ensure systems meet relevant requirements. Evaluates and oversees the adoption of automated information system(s) to accommodate complex needs and security requirements.
• Monitors and evaluates electronic operations, processes and practices for quality and effectiveness, and make recommendations for improvement.

This position will provide public health interoperability expertise to the Salt Lake County Health Department resulting in strategic and technical priorities that align and support the mission and goals of the Department.
