JOB SUMMARY

Incumbent serves as a confidential secretary to the Deputy Mayor and Associate Deputy Mayor of Regional Operations.  Performs and participates in high level policy development and implementation.  Processes HR and payroll functions for Mayor’s Administration, Mayor’s Operations, and other portfolios. 

RECOMMENDED QUALIFICATIONS

Bachelor’s degree from an accredited college or university in Business Administration, Political Science, or other closely related field; OR an equivalent combination of related education and experience. 

ESSENTIAL FUNCTIONS

  • Acts in a confidential capacity for the Division Director or Elected Official. Handles information regarding controversial issues, individuals, and/or projects with diversified, County-wide
  • May serve as liaison for the Division Director or Elected Official and be a representative to various groups, individuals, employees, boards, committees, and the general public.
  • On behalf of the Division Director or Elected Official, uses knowledge of County policies and departmental regulations and operations to answer questions from public officials, community leaders, other government agencies, County employees, and the general public.
  • Prepares reports and specialized information for the Division Director or Elected
  • Assists the Division Director or Elected Official with drafting Policy Papers, Briefing Memos, and PowerPoint Presentations for internal and external audiences.
  • Serves as receptionist for the Office of the Division Director of Office of the Elected Official. Uses considerable public relations skills and knowledge of County policies, procedures, and operations to handle walk-ins, representatives from the news media, and others who have business with the Elected Official and his or her staff. Answers telephones and personal inquiries. Routes visitors, appointments, and other guests to the appropriate members of the Division Director or Elected Official’s sections.
  • Receives official visitors and leaders from industry, religion, and other governments with proper protocol and courtesy; announces their arrival, ensures their comfort until they are received by the Executive Secretary, the Division Director, or a staff
  • Assures that proper decorum is maintained in the Division Director or Elected Official’s reception area and that the reception area is neat at all times. Serves as clerical support to the Division Director or Elected Official’s division staff on special projects.
  • Maintains HR and payroll records and performs back-up accounting functions.
  • Assists with preparing and processing payroll; answers payroll questions and provides training, instruction, and assistance to staff in payroll procedures and check distribution. Assists with benefit enrollment. May act as hiring manager.
  • Maintains special accounts such as subscriptions and publications, merchandise receipts, pricing, travel, education, etc. insuring proper documentation, authorization, and adherence to fee structure.
  • Schedules and arranges meetings, conferences, initiates agenda and prepares materials; takes, prepares, and distributes minutes; attends meetings as a representative of the Division Director or Elected Official and may speak on the Division Director or Elected Official’s behalf.
  • Works in a confidential relationship with the Division Director or Elected
