JOB SUMMARY

 

Performs a variety of technical duties involved in the preparation and maintenance of the interdepartmental, County-wide geographic information systems (GIS) databases. Compiles data required for land record map preparation or revision, including aerial photographs, survey notes, records, reports, and original maps.

 

MINIMUM QUALIFICATIONS 

 

Associate’s degree in Drafting, Pre-Engineering, Computer Science, Geographic Studies, or other closely related field, plus two (2) years of related experience; OR an equivalent combination of directly related experience and education.

 

ESSENTIAL FUNCTIONS 

  • Uses co-ordinate geometry (COGO) to accurately enter recorded developments and documents.
  • Develops and maintains existing GIS maps with adjusted state plane coordinates
  • Utilizes technical training to rotate bearings so legal descriptions are entered to the exact location geographically.
  • Uses Salt Lake County digital orthophotos and Aerial Photography to ensure completed product is correct.
  • Plats and maps electronically, using Arc Info technology, metes and bounds legal descriptions from recorded instruments.  
  • Reads and interprets metes and bounds legal descriptions.
  • Checks validity of ownership to ensure chain of title.
  • Through electronic document software maintains various areas of Salt Lake County.
  • Assigns parcel numbers to newly created tracts of property.
  • Locates parcels being subdivided and checks boundaries. 
  • Prices new developments for recording.
  • Maintains an accurate parcel history.
  • Writes remainder descriptions maintaining ownership interest and calculating new acreages.
  • Updates Tax Assessment Systems used by entire County.
  • Functions as a liaison and assists internal and outside agencies and public in resolving discrepancies using GIS in compliance with statutory requirements for recordation of plats and documents.
  • Some hand drafting may be required.

KNOWLEDGE, SKILLS AND ABILITIES (KSA) 

 

Knowledge of: 

  • Utah Code Annotated - 1953 as pertains to the Recorder's Office
  • Recorder's Office and legal descriptions
  • Thorough knowledge of real estate and title laws as they pertain to Recorder's Office
  • Arc Macro Language programming and functions
  • ARCINFO, ARCVIEW, CICS, GIS Software, and Microsoft operating system
  • Recorder's Document Management System
  • Mapping and graphics procedures and techniques 
  • Business arithmetic 
  • Record-keeping principles and practices 
  • Basic terminology and concepts of mapping, survey, and GIS information systems 
  • Computer applications related to the work
  • Digitizing and data manipulation procedures for geographic information systems 
  • Computer-aided mapping and graphic techniques 
  • Methods of titles searches and the principles and practices regarding all property ownership and property transfers
  • Aerial photography interpretation
  • General office practices and customer service

Skills and Abilities to: 

  • Rotate bearings for correct geographic location entry

  • Manage shapefiles in ArcView

  • Use manual and computer-aided GIS systems to produce maps and related property information
  • Use computer-aided drafting hardware and software
  • Make accurate arithmetic calculations 
  • Maintain accurate records of work performed 
  • Establish and maintain effective working relationships with those contacted in the course of the work
  • Use initiative and independent judgment within established procedural guidelines 
  • Read and interpret surveys, legal descriptions, maps, aerial and orthophotographs 
  • Interpret, apply, and explain applicable laws and regulations
