JOB SUMMARY
Performs fiscal and administrative audits of contractors and internal program operations and completes written reports of findings. Monitors contractors' compliance with applicable County, State and Federal requirements. Submits written reports as required.
MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Accounting, Finance, or other closely related field plus two (2) years of related experience that includes oversight and enforcement of contract terms and conditions, and reading and interpreting financial and budget reports, or an equivalent combination of education and experience.
A valid Driver’s License accepted by the State of Utah is required at the time of hire. A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a county vehicle.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Examines, analyzes, and interprets contracted provider accounting systems and records to verify that billings are accurate and allowable. Monitors for fiscal and administrative compliance based on federal, state and county regulations.
- Advises on systems of recording financial and budgetary data to meet grant requirements; and review agencies' annual audited financial statements/single audits.
- Evaluates funded agencies' written policies and procedures to ensure they meet federal, state, and local eligibility and grant funding requirements.
- Identifies gaps in data collection, contract performance and patterns of concern related to fiscal requirements and/or program eligibility for both agency and contracted providers it funds.
- Develops annual audit schedule and strategy in consultation with finance team, coordinates audit reviews and either performs or oversees the audits.
- Compiles detailed audit reports. Follows up on related findings, paybacks, concerns, and recommendations. Meets with state and federal auditors to review, explain, and defend audit work performed.
- Researches and applies US Department of Health and Human Services – Substance Abuse and Mental Health Services Administration (SAMHSA) and applicable State regulations and confer with the contract network, as needed, for clarification on federal and state requirements.
- Provides individual technical assistance and formal group fiscal-management training to non-profit agencies receiving federal funding and to agency staff.
- Conducts research and provides financial and program analysis of various agency programs and grants as needed.

TEMPORARY POSITIONS:
An "At Will", FLSA non-exempt employee who is not eligible for County benefits and who must work an average of 29 hours or less per week or an average of 129 hours or less per month.

- Are not considered merit employees.
