JOB SUMMARY
Manages the design and construction of multiple large and small capital projects.
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university in Engineering, Construction Management, Architecture, or other closely related field, plus three (3) years of experience in construction management or related field; OR an equivalent combination of related education and experience.
Must have a valid driver’s license accepted by the State of Utah.
ESSENTIAL FUNCTIONS
• Directs and coordinates the planning, design, and construction of multiple capital renewal, replacement, and development projects for County facilities.
• Develops and implements a work plan and implements programs and designs for the projects.
• Hires and supervises consultants and consultant teams to perform conceptual and detailed design of capital projects and to complete construction drawings and bid documents.
• Obtains all necessary approvals and conditional use permits for each construction project from government regulatory agencies.
• Manages the bidding process for construction projects. Ensures contractors comply with contract specifications and quality assurance.
• Administers and manages the construction process through the duration of each capital project. Establishes procedures, budgets, manages priorities, oversees and approves progress, and identifies resources for projects.
• Assists County agencies in preparing funding requests for capital renewal and replacement and capital development projects. Establishes, manages, monitors, and controls the budgets and schedules of all assigned projects Establishes, monitors, and maintains record of important project documents.
• Communicates and coordinates with project stake holders throughout the duration of the project.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Knowledge of:
• Methods and techniques of construction and construction delivery methods.
• Codes and regulations including, but not limited to, Americans with Disabilities Act, Uniform Building Code, state and federal regulations, OSHA practices and requirements.
• Principles of project budgeting and construction cost estimating.
• Design, operation, and maintenance of electrical, mechanical, HVAC, and plumbing systems.
• Construction and project management principles and best practices.
Skills and Abilities to:
• Solve complex problems.
• Work effectively with diverse groups and customers.
• Coordinate projects with other County agencies and if needed, other government agencies.
• Communicate and follow instructions effectively both verbally and in writing.
• Establish, monitor, and control project budgets.
• Inspect and approve in-progress and complete construction work.
• Read and interpret building and construction plans, blueprints, and diagrams.
• Accurately create, proofread, format, and edit reports and proposals.
• Assess the practical and political nuances of projects.
• Work independently with limited direct supervision.
• Keep accurate records.
• Proficiently use Microsoft Office products and other software.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
May require working in all weather conditions on active construction sites including uneven terrain and ladders. Long periods of walking, bending, and stooping. The ability to see and hear clearly is essential for safety on constructions sites.
IMPORTANT INFORMATION REGARDING THIS POSITION
**Time-limited Appointed employees will perform work for a specified amount of time dependent on agency funding. They are exempted by law from the rights of a merit employee and work as an at will employee.**
**This position is initially funded through 12/2028 with potential for extension depending on project needs and/or funding.**
