JOB SUMMARY

Provides direct supervision of the field support staff and daily management of projects and activities.

 

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in Surveying, Civil Engineering, or other closely related field, plus four (4) years of related experience, of which two (2) years must have been supervisory. OR an equivalent combination of related education and experience. Education may not substitute for the required supervisory experience.

 

Must possess and maintain a Professional Land Surveyor's License in the State of Utah.

 

A valid Driver's License issued by the State of Utah is required to operate a County vehicle.

 

ESSENTIAL FUNCTIONS

  • Manages, directs, assigns, reviews, and approves work required to support boundary, profile, topographical, and construction surveys for Salt Lake County Real Estate, Parks and Recreation, Engineering, and other agencies.
  • Determines goals and implements plans to achieve the directives of the County Surveyor.
  • Supervise the preservation, maintenance, and monumentation of a state mandated horizontal survey control system, and County wide benchmark system, using global positioning equipment, total stations, and electronic levels.
  • Manages and monitors assigned use of automobile fleet.
  • Assists in developing and implementing performance measures. Monitors and analyzes outcomes and goals.
  • Supervises staff, which includes hiring, promoting, orienting, training, assigning and reviewing work performance, annual work performance appraisal, and discipline.
  • Develops and implements sectional policies and procedures that create effective and efficient use of personnel, materials, and equipment.
  • Conducts instructional meetings for various personnel on the functions of the agency's office.
  • Works with various managers, departments, firms, and developers to manage contractual agreements with incorporated cities of Salt Lake County.
  • Schedules, conducts, and coordinates detailed phases of survey work ensuring that the spatial relationship between sectional monumentation depicted on recorded subdivision boundary plats exists as stated on the ground (as per State statutes and County ordinances).
  • Prepares letters of acceptance and compliance of the Monument Approval Process. Authorizes the release of funds pursuant to bonding for monumentation.
  • Assists in the development and preparation of budget and manages approved budget following department policy.
  • Recommends, prepares, and submits purchases to Fiscal Manager for approval. Maintains a record of section encumbrances and expenditures.
  • Ensures that information transferred between field, office, and/or a requesting agency is complete, accurate, and compatible with project requirements. Reviews and approves field information prior to delivery.
  • Develops standards and directs the process by which field information is gathered and transferred.
  • Communicates with office personnel, County agency representatives, private surveyors, and government entities in the preparation and finalization of work requests.
  • Interfaces and coordinates with local, state, and federal jurisdictions to provide maximum service to the public.
  • Reports, investigates, and corrects valid complaints received by the County Surveyor following departmental and County policies and procedures.
  • Develops and implements an ongoing plan to preserve and maintain the integrity of public survey monuments.
  • Represents the County Surveyor as a public relations liaison with private and public agencies. Ensures that property rights are protected while conducting County surveys.
  • Coordinates work order assignments and transfer of information with the Office Operations Manager to ensure interoffice project cooperation.
  • Determines the purpose of the boundary survey or subdivision plat with the requesting parties.
  • Communicates and coordinates with County, cities, and title company personnel throughout the subdivision process.
  • Provides the performance of title searches and abstracts of records to identify ownership of property, easements, and rights of way.
  • Evaluates written and unwritten evidence to calculate and determine location of boundary lines.
  • Prepares, reviews, files, and submits to County Surveyor or designee for approval prepared record of survey and subdivision plats.

• Civil Engineering mathematics, principles, and practices
• Highway street and drainage design
• Principles, methods, and techniques of effective supervision and training of personnel
• Government budget process and structure at a local level
• Laws and regulations regarding legal boundaries
• Applicable legal regulations, codes, standards, and ordinances
• Land surveying principles, techniques, methods, and procedures
• Boundary law, record abstracting, and boundary conflict resolutions

• Design subdivisions and prepare legal plats
• Use and manipulate aerial photography
• Improve efficiency and effectiveness in specific operation areas through enhancing and improving systems, implementing technology, re-engineering processes, redesigning policies and procedures, etc.
