JOB SUMMARY

Oversees and manages all aspects of the County's Real Estate Division, including planning, directing, coordinating, and evaluating a broad range of real estate functions, including public asset management, master planning, and general property management. Demonstrates expertise in real estate practices with an eye toward innovation and acumen to build trust and work effectively among diverse groups of internal and external stakeholders, including Elected Officials. The Director ensures division alignment with countywide policies and strategic objectives while fostering operational excellence.

 

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in a closely related field, plus seven (7) years of related real estate experience; OR an equivalent combination of related education and experience.

 

Preference may be given to candidates with experience in the following areas:

  • Large-scale property and/or asset management
  • Public/private partnership development
  • Team management

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

  • Establishes, implements, and maintains a strategic vision for Salt Lake County real property to maximize and protect county tax dollars.
  • Manages, directs, and coordinates activities through managers, which includes hiring, firing, promoting, orienting, training, assigning, and reviewing work performance, annual work performance appraisal, and discipline.
  • Plans, organizes and directs the establishment, implementation, and continuous improvement of countywide real estate activities, policies, procedures, and programs.
  • Directs the negotiation and execution of real estate transactions, including property acquisitions, leases, and disposals, to optimize County property usage.
  • Manages and maintains records of all County-owned properties, leased real estate, and space utilization.
  • Works closely with County officials, departments, and the County Council to address real estate and property needs, facilitating informed decision-making and strategic acquisitions.
  • Manages all aspects of County property management, ensuring properties are properly maintained, utilized efficiently, and compliant with relevant state and federal laws.
  • Represents the County in discussions with local, state, and federal entities, and community groups.
  • Directs departmental budgeting, forecasting, and financial management.
  • Identifies and implements technological solutions to improve service delivery.
  • Leads departmental participation in various boards, commissions, and committees.
  • Commits to superior customer service, fostering an environment of integrity, innovation, and fiscal responsibility.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

 

Knowledge of:

 

  • State and federal compliance requirements
  • Comprehensive understanding of real estate law, property management, and public sector real estate operations
  • Research methods and report writing techniques
  • Principles of organizational planning and analysis
  • Organizing and prioritizing projects and work assignments and reviewing, establishing, and maintaining project schedules

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Work duties are typically performed in a general office setting.

May travel to locations throughout the county.

Must be able to attend meetings, drive a vehicle, and perform office related duties.

 

IMPORTANT INFORMATION REGARDING THIS POSITION

This position has been exempted from Utah State real estate licensing requirements, so no state license is necessary in order to fill this position.
