JOB SUMMARY
Under the direction of a Professional Engineer, Engineering Manager. or an assigned supervisor, prepare designs and oversee construction for engineering projects in accordance with general engineering principles and Salt Lake County standards. Perform design and analysis of hydraulic and hydrologic systems.
MINIMUM QUALIFICATIONS
GRADE 15
Bachelor's degree from an accredited college or university in Civil and Environmental Engineering Certified Floodplain Manager (CFM) or ability to obtain certification within one (1) year of hire.
Possession of a valid Utah driver's license at time of hire.
GRADE 16
Bachelor’s degree from an accredited college or university in Civil and Environmental Engineering with one (1) year of experience in Water Resources Engineering, hydraulic and hydrologic modeling.
Licensed by the state of Utah as a Professional Engineer (PE), or if licensed as a PE in another state, must become a licensed PE in the State of Utah within six months of employment.
Certified Floodplain Manger (CFM) or ability to obtain certification within one (1) year of hire.
Possession of a valid Utah driver’s license at time of hire.
Grade 17
Bachelor’s degree from an accredited college or university in Civil and Environmental Engineering plus three (3) years of related work experience as a professional engineer with progressive additional responsibility throughout the three years and which at least one (1) year is experience in Water Resources Engineering, hydraulic and hydrologic modeling.
Licensed by the state of Utah as a Professional Engineer (PE), or if licensed as a PE in another state, must become a licensed PE in the state of Utah within six months of employment
Certified Floodplain Manger (CFM) or ability to obtain certification within one (1) year of hire.
Possession of a valid Utah driver’s license at time of hire.
ESSENTIAL FUNCTIONS
- Under the direction of a Professional Engineer, prepare engineering plans, typically using computer aided design software on Flood Control Ordinance Facilities, Natural Waterways, and Canal Systems.
- Prepares flood studies on County Ordinance Facilities.
- Acts as Construction Manager for projects on Flood Control Ordinance Facilities including natural waterways and canal systems.
- Works within and understand the requirements of the FEMA Flood Insurance program. May review, prepare or assist in preparing documents for LOMR/CLOMR requests.
- Assists in the preparation of storm water master plans, feasibility and evaluation reports, right-of-way acquisition maps and legal descriptions.
- Tracks and manages programs such as flood control permits and impact fees.
- Prepares, files and obtains necessary permits for construction projects
- Assembles all relevant information and prepares and recommends approval for contract pay estimates, change orders, agreements and proposals.
- Coordinates with other personnel from other County Divisions or consultants to obtain surveys, land acquisitions and other services required for flood control division project purposes.
- Represent project engineer or manager as assigned.
- Answers inquiries, complaints and correspondences from public including interpretation of County ordinances.
- Assists in the sections responsibilities and preforms other related duties as assigned
- Prepares Request for Proposal/Request for Qualifications and Scope of Work for consultants and recommends selections of engineering consultants. (Grades 16 & 17).
- Reviews engineering work of other staff engineers and engineering consultants (Grades 16&17).
- Evaluates, selects, and applies standard engineering techniques, procedures and criteria in making engineering designs, calculations and decisions (Grades 16&17).
- Coordinates and attends meetings with other County Divisions, other government agencies, utility companies, citizens and developers to discuss projects and programs (Grades 16&17).
- Assists in developing and monitoring project budgets, Ensure projects are completed within allocated budgets and time constraints (Grade 17).
- Assists in recommending and prioritizing future projects and infrastructure upgrades including assisting in creating five-year and twenty-year master plans (Grade 17).
- Manages and directs construction methods, requirements and investigation of alternatives while projects are under construction (Grade 17).

- Work with Businesses, developers, utility companies, FEMA, USACE, other public entities, and general public on and on-going basis (Grade 16 & 17).
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Moderate physical activity. Walking through construction and development projects along uneven terrain and in inclement weather conditions. Sitting at workstations for prolonged periods.
IMPORTANT INFORMATION REGARDING THIS POSITION
Must be on call 24 hours a day during emergencies, flood events, or other high need scenarios as requested.
