JOB SUMMARY

 

Coordinates, creates and maintains database queries and reports. Assists with vendor-supported EHR enhancement requirement scoping, coordinates deployment and tests new system enhancements, and bug fixes. Provides coordination of help desk technical support for external Behavioral Health providers and division staff. Performs database reporting, maintenance, and enhancement support. Provides technical assistance for all Utah Web Infrastructure for Treatment Services (UWITS) modules. Coordinates software and hardware needs and training among internal staff.

 

MINIMUM QUALIFICATIONS

 

Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Data Management, Health Information Management, Health Informatics, or other closely related field, plus two (2) years of related experience; OR an equivalent combination of related education and experience.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.


ESSENTIAL FUNCTIONS

  • Maintains and updates in-house database structure and functionality implementing new queries, and operations for data collection, analysis, submission or reporting to decrease discrepancies, and increase reporting capabilities.
  • Staffs the UWITS system help desk support line logging and diagnosing problems. Consults with supervisor and vendor regarding issues that cannot be resolved directly; monitors the status of problem resolution and communicates status with users. Provides recommendations for general improvement of support/help desk functions and data systems.
  • Develops training materials and documentation, coordinates and conducts new and ongoing training and regularly scheduled meetings on changes, enhancements, or issues related to the delivery of behavioral health services and collection of data for the provider system and other interested parties. Develops new strategies and procedures to increase efficiency, enhance workflow, and improve customer satisfaction.
  • Participates in user acceptance testing and coordination of system updates and enhancements for version control with supervisor and vendor.
  • Works with Division staff and provider network to analyze data and create reports for contract compliance, outcomes reporting, and agency performance. Creates and updates monthly and quarterly reports for the division, department, mayor, and council.
  • Provides technical and logistical support for the UWITS Billing Module, HIPAA electronic document interchange (EDI) formats and exchanges. Troubleshoots EDI syntax errors.
  • Coordinates the creation and maintenance of user accounts and access rights in compliance with contract and system requirements.
  • Researches, evaluates, and recommends the purchase and/or acquisition of information technology-related equipment, components, and software.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Information security, regulations, legal documentation, and rules governing access and privacy of records (HIPAA, HITECH, and GRAMA)

  • Data analysis and reporting (SQL, VBA, MSAccess, PowerBI, SSRS)
  • Internet applications, word processing, and spreadsheet software
  • Data processing terminology and procedures

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

 

Employees must be able to stoop, bend, crawl, climb, and crouch to install and maintain computer equipment, which will occasionally involve lifting up to 50 pounds.

Who we are:

At Salt Lake County Behavioral Health Services, we are a small staff of approximately 30 employees. We provide funding and oversite to contracted behavioral health provider agencies providing client-centered services for both mental health, and substance use disorder. We support a network of multiple provider agencies with over 700 users of our in-house supported Electronic Health Record (EHR).

Expectations:

  • SLCo BHS needs someone who will provide on-site and remote user support on all desktop devices including PCs, laptops, tablets, printers, and other peripheral equipment. They will also evaluate and make hardware and software recommendations in relation to identified needs and provide individual and group instruction on regularly used hardware and software applications.
  • They will assist with vendor supported EHR enhancements and upgrade testing, training and end user support. The candidate in this position must be able to adapt to new technology as equipment is upgraded.
