JOB SUMMARY

 

Develops, implements, tests, calibrates, and programs mathematic models in specialized information systems applications. Analyzes data and builds models to set real property tax rolls.

 

MINIMUM QUALIFICATIONS

 

Bachelor’s degree from an accredited college or university in Statistics, Computer Science, Information Science, or other closely related field, plus four (4) years of related experience; OR an equivalent combination of related education and experience.

 

Must obtain an Appraiser license from the State of Utah Division of Real Estate and possess an Ad Valorem Appraiser designation with the Utah State Tax Commission within three (3) years of hire.

 

A valid Driver’s License accepted by the State of Utah is required at the time of hire.  A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

  • Develops, implements, tests, calibrates, and programs mathematic models in specialized information systems applications to predict the market value of all types of real property.
  • Implements test and document models. Tests and validated models.
  • Develops mass models using additive multiplicative (log linear) multiple regression techniques.
  • Analyzes the results of model programming and modifies programs when necessary.
  • Prepares and analyzes a variety of technical, statistical, or narrative reports.
  • Analyzes the results of model programming and modifies programs to optimize performance and meet goals and objectives.
  • Work with Division Administrators to define data requirements for statistical analysis.
  • Analyzes data and ensures optimal quality, integrity, and validity.
  • Presents information on models; trains end users; assists in project planning.
  • Prepares sales ratio studies and audits for the Utah State Tax Commission.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

 

Knowledge of:

  •  Advanced quantitative statistics and how regression theory and appraisal theory complement each other in mass appraisal
  • Regression and statistical modeling techniques
  • Mathematical, financial, and statistical calculations
  • Real property appraisal methods, techniques, cost, income, and market valuation systems
  • Real estate terminology
  • Building construction, materials, and costs
  • Property appraisal and tax related databases, table views, and spreadsheets
  • Operation and applications of software, hardware, machine language(s), and automated information systems appropriate to the department
  • Research methods including data compilation, analysis, documentation, and report of results
  • GIS Software and usages
  • Laws affecting property appraisal, classifications, assessment ratios, property tax exemption, and the appeals process

Skills and Abilities to:

  • Organize workloads and prioritize tasks to adhere to deadlines
  • Work effectively in a dynamic environment, both independently and in a team setting
  • Demonstrate strong organizational skills
  • Effectively apply general principles to specific conditions
  • Communicate effectively both verbally and in writing
  • Utilize statistical software packages such as SAS (Statistical Analysis System) or SPSS (Statistical Package for the Social Sciences) to perform data analysis
  • Conduct, organize, analyze and document information systems research
