JOB SUMMARY
Manages the loan servicing program for the Office of Regional Development’s grant funded revolving loan funds. These revolving loan funds span multiple federal/state grant fund sources and support Housing and Community Development and Economic development in supporting their different Regional Development initiatives through residential and commercial issued loans. This position will be responsible for activities including program operations, monitoring, and oversight, and overseeing of the daily operations of the loan servicing program while assuring compliance with multiple different grant funded sources.
MINIMUM QUALIFICATIONS
Bachelor's degree in Urban Planning, Business Administration, Finance, Real Estate, or Public Administration or related field and two (2) years’ experience in housing development, housing finance, commercial loans, mortgages, loan servicing, accounting, auditing, or financial management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Manage Office of Regional Developments Loan Servicing Program, utilizing federal and state guidelines to ensure revolving loan grant funds are used in compliance with their corresponding grant program regulations.
- Ensure Loan Portfolio Documentation and Compliance by auditing each Loan file (residential and commercial) received to ensure all required documents are in place, establish funding sources, determine accuracy and completeness to comply with regulatory requirements.
- Work as liaison between the programmatic side operations and fiscal to ensure accurate and timely reporting on the status of loans including outstanding loans, loan program changes, and total grant fund balances by fund.
- Track multiple funding sources around loans to ensure the monies are recorded accurately within the correct federal programs. Follow all guidelines and requirements necessary for recording and the ongoing management of both residential and commercial loans.
- Produce monthly, quarterly, annually, and pro forma reports on an as needed basis to support program and fiscal functions. Ensure data is up to date and timely and provide regular reports to meet federal and state grant reporting requirements.
- Support the loan committee board by providing data and the insights needed to make new loan determinations, including grant fund balance and regulations on those grant funds.
- Monitor and maintain the Loan servicing budget within the Office of Regional development, ensuring compliance with Utah Real Estate laws around residential and commercial loans.
- Enter all Residential and Commercial loans on to the Loan Base System and verify accuracy of information input to be submitted to Assistant Fiscal Manager for Review.
- Provide operational, loan accounting support and other documentation to internal and external parties as requested to resolve outstanding matters.
- Compile a file for each loan and secure appropriately. Prepare any documentations as necessary as part of grant loan compliance.
- Manage all loan terms and schedules, ensuring accurate interest and/or fees are recorded.
- Provide payment of and monitor property taxes and insurance coverage's to protect the County’s interests in collateral real estate properties.
- Review semi-annually all escrow accounts and transfer of services fees as needed.
- Prepare a request on a yearly basis to pay property taxes for clients with an escrow account.
- Prepare and submit annually to the Internal Revenue Services (IRS) forms 1096 and 1098 to IRS(1096) and to client (1098.)
- Record the incoming loan income and categorize all monies to their corresponding revolving loan fund, including notification to program and fiscal staff of updated revolving loan balances by program.
- Prepare Monthly statements for all payback loans. Review statements for delinquency and highlight delinquencies to Program manager, Loan committee, and the Assistant Fiscal Manager.
- Contact customers as necessary for payment collection and payment options as identified by the Program manager and/or Loan committee and report to collection agency if necessary.
- Manage repayment schedules based on programs requirements including no pay back loans, and federal loan forgiveness and reflect any changes in programmatic guidelines in a timely and efficient manner.
- Work closely with Foreclosure/Bankruptcy specialists, attorneys, Sub-contractors, Loan Manager, Title Companies, realtors and other financial institutions, Loan Originator, and Others to provide accurate and timely information on the status of loans.
- Communicate with Sub-contractors to ensure that Trust Deeds are recorded correctly and follow up to ensure that the Loan Servicing Area receives complete client files.
- Prepare reconveyances of Trust Deed for director's signature when loans are paid off. Contact Title Companies to process the recording of the re-conveyances. Perform follow-up to ensure timely completion.
- Update Loan Base as needed and file re-conveyances according to operating procedures.
- Assist customers where needed to ensure all documentation is complete and accurate for their loan. Including meeting with customers when necessary to explain and work through any questions the customer has for the process.
- Work with program staff to assist county residents and business owners in applying for and meeting federal and state guidelines for different revolving loans funds.
- Respond to client written and phone inquiries for information on their account including: pay-off information, current or past due status, billing questions, escrow account etc.
- Interface with title companies and bank personnel regarding loans. Response to written and phone inquiries from title companies, attorneys, bank personnel and other applicable parties regarding loans. Functions include: answering questions pertaining to all areas of loan servicing including payment research, taxes, insurance, loan modifications and assumptions, prepayments, payoffs, adjustable rate loans, credit reporting, and lien perfection; researching and analyzing problems and recommending solutions; conducting periodic audits of files; may also coordinate property inspections, lien priority and loan disbursements in accordance with loan documentation; may perform procedures related to advances, pay downs and disbursement process.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)

- Prior loan servicing experience, mortgage, accounting, or similar required
