Job Description

JOB SUMMARY

 

Oversees operational processes, procedures, and functions of the Information Technology staff in the division.  Assists in application development, management, and in specifying, acquiring, developing, implementing, customizing, and maintaining unique complex systems. Manages complex technology infrastructures. Plans, executes, and finalizes projects. Supervises staff.

 

MINIMUM QUALIFICATIONS

 

Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Data Management, or other closely related field, plus six (6) years of related experience, of which two (2) years must have been in a supervisory capacity; OR an equivalent combination of related education and experience. Education may not be substituted for supervisory experience.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

  • Works with senior management to specify, acquire, develop, implement, customize, and maintain complex and unique systems.
  • Manages system technology applications and support.
  • Oversees and directs all functions of the IT function in the division.
  • Plans, executes, and finalizes projects according to scope, meeting strict deadlines and staying within budget.
  • Supervises staff, which includes hiring, orienting, training, assigning, setting work schedules, reviewing work performance, annual work performance appraisals, and discipline.
  • Develops best practices and tools, and timelines for project execution and management. Communicates and manages project expectations for team members and stakeholders in a timely and clear fashion through detailed and comprehensive project and communications plans.
  • Develops, directs, and executes full-scale project plans and associated communication documents, which include project test plans, quality assurance plans, training plans, data conversion, migration, and integration plans, implementation and deployment plans, issues log, and project risk register. Including project dependencies, critical path, scope, goals, and deliverables that support business objectives.
  • Develops, implements, and monitors information systems’ policies and controls to ensure data accuracy, security, and legal and regulatory compliance.
  • Performs periodic audit practices to ensure that project management projects are on time and on budget.
  • Facilitates customers’ use of technology as directly related to their business.
  • Researches and evaluates new technology for possible application to the needs of the division.
  • Evaluates and recommends software and hardware needed to support development efforts and implements them upon approval.
  • Plans for projects and resource requirements are needed in the preparation of the annual budget. Ensures budgets and forecasts are accurate and timely to support non-discretionary and discretionary projects.
  • May develop and implement procedures for a comprehensive disaster recovery plan.
  • May prepare and administer the technology budget for the division.
  • May oversee the provision of technology services to clients and ensure service levels are maintained.

  • Think logically and systematically, solve complex problems, and effectively apply general principles to specific conditions
  • Research and evaluate system needs and specifications, and design systems and procedures
  • Coordinate the efforts of vendors, customers, internal, and external staff
  • Keep up to date with changing technologies and recommend updates to systems accordingly
