JOB SUMMARY
Directs, plans, oversees, and evaluates all programs and services for the SLCo Canyons Management Program (Canyons Management Program). Provides advanced technical expertise, policy knowledge, and experience in a variety of duties directly related to the stewardship, protection, enhancement, and use of natural resources within the Central Wasatch, Traverse, and Oquirrh mountain ranges within Salt Lake County (and surrounding areas). This includes short- and long-term strategic planning, fiscal accountability, quality management, internal and external government and stakeholder coordination, research, critical analysis, and process improvement. Performs/participates in high level policy development and implementation. Works in a close confidential relationship with the Supervisor and Elected Official.
PREFERRED QUALIFICATIONS
Bachelors degree from an accredited college or university in Natural Resource Management, Public Administration, Law, Environmental Science, Urban Planning, Ecology, Environmental Engineering, or other closely related field, plus eight (8) years of related experience, of which two (2) years must have been supervisory or administrative; OR an equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience.
A valid Driver’s License issued by the State of Utah may be required to operate a vehicle.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
Additional minimum qualifications may be dependent upon licensure or certification related to specific job duties and responsibilities.
ESSENTIAL FUNCTIONS

• Serves as the principal advisor to the Mayor’s Office on policies pertinent to the protection, management, use, and sustainability of the canyons within SLCo.
• Formulates and implements policies to balance the needs of users with the protection of the canyons’ natural systems and environment, in general.
• Responsible for the implementation of broad policies, programs, plans, standards, and procedures.
• Collaborates and coordinates with internal SLCo agencies on policies and programs related to the use and protection of natural resources in the SLCo canyons.
• Seeks funding opportunities to conduct research and technical analysis that will enhance the understanding of issues related to canyon management in SLCo.
• Responsible for program budget development, direction, and oversight of the canyons management program activities.
• Formulates annual performance plans, including outcomes & indicators, to accomplish program goals within staffing and budgetary constraints.
• Develops annual community outreach plan, including opportunities to seek public feedback and engagement with stakeholders.
• Evaluates, prepares, and coordinates studies, research and reports concerning the Canyons Management Program (and related matters, including energy consumption, production and sustainability).
• Responds to inquiries related to the SLCo canyons and coordinates a response with the appropriate internal or external agency.
• Serves as a liaison to governmental and quasi-governmental agencies, industry, conservation and other interest groups, and the public on all matters within the Canyons Management Program.
• Facilitates on-going communication between project partners to ensure internal transparency and alignment of actions.
• Represents county policy and works collegially with federal, state, and local jurisdictions and their representatives.
• Provides senior level scientific, legal, technical and/or regulatory knowledge, support and advice in broad areas of natural resource management, recreation, land use planning, and conservation.
• Collaborate with Regional Operations portfolio directors on Canyon-specific issues, working closely with the Departments of Environmental Sustainability, Regional Planning and Transportation, and Salt Lake County Emergency Management, and other agencies as necessary.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Knowledge of:
• Theories, concepts and approaches relevant to ecosystem management.
• Project management principles and methods including project budgeting, quality assessment and control, and resource management.
• Considerable knowledge of National Environmental Policy Act (NEPA), Clean Water Act (CWA), Federal Highway Administration and other federal, state, and local regulatory statutes.
• Strong working knowledge of Geographic Information Systems (Arc GIS) - the ability to engage in meaningful discussions with daily practitioners to produce relevant data visualization.
• Research and data collection methods, as well as report-writing techniques.
• Public policy process at the national, state, and local government levels, and their relationship to each other
• Public relations methods and techniques.
Skills and Abilities to:
• Demonstrated ability to plan, implement, and/or administer a natural resource program in a public and private lands environment.
• Experience that demonstrates understanding of management principles, practices, methods, and techniques.
• Competency in public speaking, with strong executive communication skills to convey complex information and data analysis in a variety of formats (e.g., presentations and briefings) and to a variety of audiences.
• Ability to work effectively with diverse groups, demonstrating leadership, mediation, and coalition-building skills.
• Adept at critical thinking/analysis, with strong organizational skills.
• Maintain appropriate coordination and liaison with internal partner agencies, regional executives and other officials and staff.
• Add value to the organization, anticipate needs, earn respect, be perceived as a strategist by peers and supervisors, appointed and elected officials.
• Ability to identify issues and problems, and to analyze and participate in solutions that uphold the policy directives for the program.
• Influence, guide, and facilitate agencies and other stakeholders toward meaningful and timely deliverables.
• Adapt quickly to a fast-paced, team-oriented environment, and deal effectively with pressure and tight deadlines.
• Maintain confidentiality and professionalism.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work is performed in a typical office setting. This position is eligible for formal teleworking arrangements, requiring a set schedule and telework agreement approved by the Supervisor.
Travel within SLCo is required to attend meetings and conduct field visits.
IMPORTANT INFORMATION REGARDING THIS POSITION
This is an appointed at-will position without tenure and is exempt from the career service system.
