Background Check Information

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

JOB SUMMARY

 

Manages Department contracts, leases and other legal agreements in accordance with County policies and procedures.  Works in collaboration with program managers by coordinating all purchases that require competitive bids.

                                                                               

MINIMUM QUALIFICATIONS

 

Bachelor’s degree from an accredited college or university in Business Management, Accounting, or Public Administration or other closely related field, plus two (2) years of equivalent Contracts Management experience in a similar environment, size and scope; OR an equivalent combination of related education and experience.

 

 

ESSENTIAL FUNCTIONS

  • Applicants must be prepared to demonstrate the ability to perform the essential functions of the job with or without a reasonable accommodation. 
  • Manages contracts, inter-local agreements, leases, contract amendments, renewals, and terminations in accordance with contract provisions.
  • Prepares bid specifications, scope of service/work, and resulting contracts, ensuring that program needs are captured and then keeps programs abreast of progress through the process until completion.
  • Develops contracts, interlocal agreements, and leases, ensuring that language is reflective of division needs and is consistent with County policy.
  • Works with County Attorney’s Office and external partners to ensure the parties needs and requests are met.
  • Coordinates large/complex purchases. Enters requisitions associated with bids and submits to contracts and procurement and provides completed information to program contact.
  • Obtains bids for projects that are part of annual budget process.
  • Helps find and secure grant funding opportunities to ensure that resulting contracts are representative of the grant requirements and that accurate fiscal consideration is included.
  • Administers the grant management process. Reviews grant applications and selection process.
  • Tracks and coordinates bonding and financial assurance requirements associated with regulated businesses with the Attorney’s Office. (Health Department Only)

 

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

 

Knowledge of:

  • Understanding of contracting principles and procedures
  • Contract development, business writing, performance standards and metrics
  • Request for Proposal development
  • Effective communication, negotiation, and problem-solving strategies
  • Purchasing policies and procedures
  • Proficient in the use of Microsoft Office Suite

 

Skills and Abilities to:

  • Communicate effectively both verbally and in writing
  • Plan, organize, and prioritize work assignments to meet deadlines
  • Establish and maintain effective relationships with Department staff, county agencies, vendors, contractors and the public
  • Interpret and edit complex written documents and information
  • Learn and effectively use computer software, hardware, and office equipment related to job-specific duties.
  • Work independently
