JOB SUMMARY

 

Provides nursing services, case management, education, and outreach in both community and clinical settings.  Oversees personnel functions for assigned staff. 

 

This position oversees the home visiting program. It serves first time prenatal moms in the community. Services continue until the child is 2 years old. Services are provided in home, conducting clinical screenings and assessments to promote healthy childbirth, mothers, and children. This position does require travel throughout Salt Lake County and a flexible schedule to meet the needs of families served. 

 

MINIMUM QUALIFICATIONS

 

Associate’s degree from a National League for Nursing (NLN) or Commission Collegiate Nursing Education (CCNE) accredited university or college in Nursing, or closely related field, plus six (6) years of related nursing or program management experience, of which one (1) year must have been of supervisory; OR an equivalent combination of related education and experience. Education may not be substituted for the supervisory experience. 

Must possess a current Utah Registered Nurse license or a Multistate Nursing Compact License.

A valid Driver’s License accepted by the State of Utah is required at the time of hire. A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

Due to the nature of this role, vaccination or proof of vaccination may be required.

Upon hire, a two-step Tuberculosis skin test will be required. The first will need to be placed prior to starting employment.

Must receive a verified negative test result on a mandatory drug test before starting in this position. Will be subject to random alcohol and drug testing. May be subject to post accident and reasonable suspicion alcohol and drug testing.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

  • Oversees professional nursing services and case management to assign clients in a clinical, community, and/or infectious disease/epidemiological setting.
  • Supervises assigned staff, including students/volunteers, which includes hiring, promoting, orienting, training, assigning and reviewing work performance, annual performance appraisal and discipline.
  • Coordinates with community agencies to promote public health and agency services.
  • Performs program evaluation and client surveys to ensure customer satisfaction and operational effectiveness.
  • Manages, surveys and set pricing for vaccines based on current vaccine costs. May order and maintain prescription and non-prescription medications and vaccinations. Maintains program protocols, and requirements for ordering, storing, and tracking of medication.
  • Maintains and ensures compliance with standing orders, program/contract expectations and established protocols. Provides medication prescriptions and/or vaccinations based on independent medical assessment, clinical judgment, and standing orders.
  • Maintains a current working knowledge of public health nursing, public health issues, and emergency nursing to provide appropriate leadership and mentoring to assigned staff.
  • Manages assigned work area’s medical inventory, equipment, or durable/sellable goods.
  • Assists in preparation and administration of clinic or program budgets, ensuring services are delivered with fiscal responsibility and allocated resources. Prepares, analyzes, and submits professional plans, guidelines, protocols, and reports.
  • Ensures compliance with all Federal, state, and local regulations pertaining to record management (i.e., HIPAA and GRAMA) and OSHA bloodborne pathogens and respiratory standards.
  • Participates in planning and responding to public health emergencies, such as disease outbreaks or natural disasters. Leads and participates in educational events, including in-services, seminars, trainings, presentations, conferences, and collaborative disease cohorts’ reviews.
  • Represents the Health Department on committees and board, community coalitions, and professional organizations.

  • Communicate effectively, both verbally and in writing

May be assigned to additional duties in a state of emergency as needed.

 

IMPORTANT INFORMATION REGARDING THIS POSITION

 

Time-limited Appointed employees will perform work for a specified amount of time dependent on agency funding. They are exempted by law from the rights of a merit employee and work as an at will employee.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

 

May be required to work in various environments with uncomfortable conditions (i.e., hot, cold, aromatic, or dirty).

Must have the ability to stand, bend, sit for extended periods of time, or perform repetitive motor tasks.

May be required to be respiratory fit tested and use respiratory precautions required for job responsibilities.

This position requires travel throughout Salt Lake County.

 

This position generally works Monday through Friday, 8:00 am to 5:00 pm but may include some evening and weekend hours.
