JOB SUMMARY

Assists in the management of financial reporting including the Annual Comprehensive Financial Report (ACFR) and the Schedule of Expenditures for Federal Awards (SEFA). Monitors and analyzes interim monthly financial reports. Performs research and provides training in financial reporting and accounting.

 

This position offers a unique opportunity to gain hands-on experience in complex governmental financial reporting while working collaboratively with an experienced team and receiving guidance and support. The position works alongside the Financial Reporting Manager to assist in preparing the Annual Comprehensive Financial Report (ACFR) and the Schedule of Expenditures for Federal Awards (SEFA), monitors and analyzes interim monthly financial reports, and performs research and provides training in financial reporting and accounting.

 

MINIMUM QUALIFICATIONS

 

Bachelor's degree from an accredited college or university in Accounting or Finance plus four (4) years of related experience; OR an equivalent combination of related education and experience. Coursework from an accredited college or university through Intermediate Accounting is required.

 

Certified Management Accountant (CMA) certification or Certified Public Accountant (CPA) certification is preferred.

 

Preference may be given to individuals with previous governmental accounting and auditing experience.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

  • Monitors and analyzes interim monthly obligation versus budget and revenue versus budget reports for County departments to ensure accounting transactions are properly recorded throughout the year. Audits and reconciles balance sheet accounts.
  • Assists with preparation and review of the fund financial statements, combining schedules and the notes to the financial statements. Assists with the preparation of the notes in the financial statements.
  • Reconciles and prepares adjusting accounting entries to record the effect of long-term borrowing.
  • Reviews government-wide financial statements, the statistical section, and all other sections of the ACFR.
  • Consults with Financial Reporting Manager on grant accounting policies. Reviews the Single Audit submissions and provides review of federal and state expenditures for reporting. Assists with the reconciliation of federal and state grants for the SEFA.
  • Provides consultation and guidance regarding implementations of new governmental accounting standards.
  • Prepares and oversees completion of the Annual Report post issuance checklist. Coordinates with the Mayor, Deputy Mayors, and other County administrators for the preparation and submission of state transparency reports to the Utah Office of the State Auditor.
  • Assists with performing analyses, preparing schedules, and compiling information needed for Official Statements for General Obligation Bonds, Sales Tax Revenue Bonds, Lease Revenue Bonds, and other types of bonds issued by Salt Lake County.
  • Reviews, prepares, and oversees financial reporting for building and equipment leases and subscription-based information technology arrangements (SBITA).
  • Reconciles, coordinates, and corresponds with County Information Technology with reconciliation of County-owned roads and infrastructure within the County's GIS software.
  • Assists with communication between the external auditors and County organizations for the audit of financial statements.
  • Assists with compiling, analyzing, and presenting relevant information related to current financial issues, including preparing complex written reports and delivering oral presentations of analysis and research.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA)

Knowledge of:

  • Generally accepted accounting principles (GAAP), with emphasis in the areas of governmental accounting and financial reporting
  • Accounting principles relating to Governmental Accounting Standards Board (GASB) statements
  • A-133 federal OMB Circular A-133 Compliance Supplement
  • Preparation of the Schedule of Expenditures of Federal Awards and the Schedule of State Assistance
  • PC-based electronic spreadsheet, word-processing, database, and presentation software
  • Cost accounting principles, methods, and techniques
  • Effective communication methods and strategies

Skills and Abilities to: 

  • Communicate effectively both verbally and in writing
  • Interact effectively with individuals at various levels and maintain positive working relationships with County agencies
  • Present training in general accounting, grant accounting, and advanced financial reporting to accountants, fiscal managers, and division directors
