JOB SUMMARY
Under the general guidance of the Division Director and Assistant Director, the employee is responsible for directing and administering departmental special revenue procedures. Determines and asserts claims for revenues owing from estates created under Title 11, receivership and conservatorship entities, probate estates, and judgment liens. Directs and administers the collection of revenues assessed by the State Tax Commission, the attachment of lien for personal property against real property, and seizure and sale of property on delinquent accounts.
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited university or college in Finance, Accounting, Management, or Administration; OR an equivalent combination of related education and experience.
Due to the nature of this position, the successful applicant must pass a required background check, including fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program, in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Administers County tax and revenue collection matters under the jurisdiction of the Bankruptcy Court. Determines and asserts claims against bankrupt estates and monitors Tax Sale properties subject to bankruptcy protection.
- Reviews pleadings, notices, plans, and other documents related to Title 11 proceedings. Coordinates appropriate actions and settlement matters with the District Attorney’s Office.
- Recommends, implements, and administers policies and procedures for the collection of State-assessed taxes and other specialized revenues in accordance with statutory requirements.
- Trains staff and provides technical guidance regarding specialized tax and revenue collection activities. Assumes the responsibilities of the Deputy County Treasurer and represents the Treasurer, as assigned.
- Coordinates division efforts related to the collection of receivership, conservatorship, State-assessed taxes, and other specialized revenue claims.
- Serves as a liaison to the District Attorney’s Office and other governmental agencies regarding tax, revenue, and accounting matters. Provides information and assistance regarding specialized tax processes.
- Develops and implements special collection procedures and related computer programs. Reviews statutory, operational, and budgetary requirements for specialized collection programs.
- Monitors, balances, and reconciles monies received and balances owing from bankruptcy estates, probate estates, receiverships, conservatorships, and other specialized tax accounts.
- Audits and approves third-party property redemptions and debtor payments. Processes refunds, abatements, adjustments, and other account corrections.
- Administers greenbelt/rollback tax billings and privilege tax collections. Maintains related tax roll records and tracks warrants issued by the Auditor’s Office. Prepares and records appropriate legal documents for lien releases that meet statutory requirements.
- Creates and maintains official delinquent tax rolls and related tax records. Prepares tax bills and adjusts penalties, interest, and overpayments as appropriate.
- Researches and validates property and parcel information for tax and assessment purposes. Reviews parcel history, legal descriptions, plats, acreage, payment histories, and related property records.
- Assists internal and external customers with specialized tax and assessment matters. Researches issues involving tax bills, appeals, conflicts, and processes that cross multiple government offices.
- Audits official delinquent tax rolls for accuracy of parcel information, maintenance of statutory lien lineage. Administers and audits the purging of archived tax roll records.
